It is widely assumed that state and nonstate actors fight very differently. Some do – but many do not. Stephen Biddle will discuss his new book, Nonstate Warfare: The Military Methods of Guerillas, Warlords, and Militias, in which he argues that some nonstate armies already fight more “conventionally” than many states, more will, and it is their internal politics, not their weapons or equipment, that determines which will be which.
